The template isn't empty, it produces 2 right-bottom corner icons. See?

Usage

Can be placed on administration pages (not-articles) when appropriate. This usually means pages in the "Wikipedia:" and "Help:" namespaces, but sometime also exist on user pages.

This template produces 2 icons on the bottom-right corner. Clicking the rightmost one takes you to the top of the page while clicking on the left one takes you to the bottom of the page. To use this template just put the following anywhere on the page: {{Skip to top and bottom}}

Example

{{Skip to top and bottom}} shall produce what you see in the bottom-right corner.

Registered users can hide the icons by placing this in your CSS:

#skip-to-top-button, #skip-to-bottom-button {display: none;}
